The document itself

Written, tested, dated. And honest about what it is.

The record states the organization, the scope, the standard, the tools and browsers used, the date, the result and every open barrier with its WCAG criterion. It is signed electronically by the company established in the jurisdiction, with a code that resolves on our public register.

It also states what most sellers leave out: it is not a government certification, because Ontario has none, and it does not replace the report your officer certifies. We are the test and the evidence, not a shield between you and the Accessibility Directorate. Any provider who tells you otherwise is selling something the regulation does not contain.

Seen on other sites: "AODA certified", "100 % compliant in 48 hours", "one line of code". None of these exists in the regulation.

The same obligation, under every name it is searched for

The regulation speaks of an accessibility compliance report. The market uses a dozen names for it: AODA compliance report, AODA report 2026, AODA filing, Ontario accessibility report. They are the same thing: the self-certification that organizations with 20 or more employees in Ontario submit every three years.

Many people search for an AODA audit, an AODA website audit or AODA website compliance. What the regulation asks at 50 or more employees is that public web content meets WCAG 2.0 Level AA; a test against it is what we sign as a web conformance record. There is no AODA certification issued by the province, and a provider that sells one is selling a word.

At federal level the vocabulary changes: Accessible Canada Act accessibility plan, ACA progress report, feedback process. In Europe the same work is called an accessibility statement under the European Accessibility Act; in Britain, an accessibility conformance report.

Ontario AODAWho has to file an AODA compliance report in 2026?

Private businesses and non-profit organizations with 20 or more employees in Ontario. The report is due every three years and the current deadline is 31 December 2026. It is filed online in the Accessibility Compliance Reporting portal.

Ontario AODAOur head office is in the United States. Does the AODA apply?

If you have employees in Ontario, yes. The test is where your people work, not where the company is registered. A New York retailer with 25 staff in Toronto files the same report as a Toronto company.

Ontario AODAHow do we count employees?

Full-time, part-time and seasonal employees who work in Ontario. Contractors, agency staff and volunteers are not counted. Near 20 or 50, count carefully: the thresholds change what you owe.

Ontario AODACan you file the report for us?

No, and nobody can. The report is a self-certification signed by a senior officer of your organization. We prepare every answer and the documents behind them, and your officer submits it in a few minutes.

Ontario AODAIs there an official AODA certification?

No. Ontario does not certify organizations, and no private company can issue a government certification. What we sign is a dated record of a real test. Be careful with any provider who sells a certificate.

Ontario AODAWhat happens if we do not file?

The Accessibility Directorate of Ontario can inspect, issue orders and administrative penalties. On conviction, a corporation faces fines of up to 100,000 dollars for each day the offence continues, and directors or officers up to 50,000 dollars a day.

File in 2026 as required and keep the evidence of what you have in place now. Missing one cycle is common; missing two is a pattern an inspector notices.

Policies must be written and public, you need a multi-year accessibility plan reviewed at least every five years, public web content must meet WCAG 2.0 AA, and individual accommodation plans must be documented.

Ontario AODADoes the AODA apply to small businesses under 20?

Yes, the standards apply from one employee: customer service, feedback, accessible formats, training. What small organizations do not have is the report to file.

Accessible Canada ActWho is covered by the Accessible Canada Act?

Federally regulated organizations with 10 or more employees: banks, telecommunications and broadcasting, interprovincial and international transport, postal and courier services, and the federal public sector.

Accessible Canada ActWhat is due every 1 June?

A progress report in each year between accessibility plans, and an updated plan every three years. The Accessibility Commissioner must be notified within 48 hours of publication.

Accessible Canada ActWe are in Ontario and federally regulated. Do we need both?

Yes. The AODA applies to your Ontario employees and the Accessible Canada Act to your federal activities. The Canada plan covers both with one test.

Accessible Canada ActWhat are the ACA penalties?

Notices of violation can reach 250,000 dollars per violation, depending on severity, organization size and history.

European UnionDoes the European Accessibility Act apply to companies outside the EU?

Yes, when they offer a covered service to consumers in the Union: e-commerce, banking, e-books, electronic communications, passenger transport booking, audiovisual access. The obligation applies since 28 June 2025.

European UnionWhat goes into an Annex V statement?

A description of the service in accessible formats, the explanations needed to use it, and how it meets the accessibility requirements, with the standard used, known limitations and a contact to report barriers.

European UnionAre microenterprises exempt?

Microenterprises providing services, with fewer than 10 staff and no more than 2 million euros turnover or balance sheet, are exempt from the service requirements.

European UnionDoes the law require a third party to sign?

No. The law asks you to publish the information; it does not say who writes it. Authorities and buyers trust an independent test with a named company established in the Union behind it.

United KingdomIs there a UK accessibility statement to file?

Not for private companies. Public sector bodies publish one under the 2018 regulations. For everyone else the duty comes from the Equality Act 2010 and, in practice, from procurement questionnaires.

United KingdomWhat does a UK tender ask for?

A WCAG 2.2 AA conformance report, criterion by criterion, with known exceptions and a date. We sign it through REP27 LTD.

Testing and WCAGWhat does WCAG 2.0 AA have to do with the AODA?

Section 14 of O. Reg. 191/11 requires organizations with 50 or more employees to make public web content conform to WCAG 2.0 Level AA, except live captions and pre-recorded audio description.

Because federal and EU rules already reference newer versions, and 2.2 covers focus visibility, target size and mobile problems that customers actually meet.

Keyboard-only navigation, NVDA on Firefox, VoiceOver on iOS, zoom at 200 and 400 %, forms and error messages, and the journeys you choose: search, product pages, account, checkout, booking.

Automatic tools find roughly a third of real barriers. A keyboard trap in a checkout or an error shown only in red needs a person.

PDFs published on your site are web content and are included. Apps are included on request and quoted after a first look.

A script on top of a site does not change the code a screen reader reads. It does not make a site conform, and organizations using overlays have still been sued in the United States.
