Your AODA report file and accessibility record, signed in Ontario.
If you have 20 or more employees in Ontario, the compliance report is due on 31 December 2026. We test your website by hand and by machine, write the policy and the multi-year plan, prepare every answer, and sign the web conformance record through Goldman Services INC in Richmond Hill. Your officer files it in minutes.

Why it is not optional
The deadline is written in the regulation. The report is signed by your own officer.
Every three years, Ontario asks the same question of every organization with 20 or more employees in the province: do you meet the accessibility standards? A senior officer answers yes or no, under their name. What makes that yes true is the work behind it, and that is what we deliver.
Filing deadline for businesses and non-profits with 20 or more employees in Ontario.
Maximum fine for a corporation on conviction under the AODA. Directors and officers: up to $50,000 a day.
Maximum penalty per violation under the Accessible Canada Act for federally regulated organizations.

Three questions
Does it apply to you?
The AODA follows your employees, not your head office. Count everyone who works in Ontario: full-time, part-time and seasonal. Contractors and volunteers do not count.

The file
What arrives by email
Everything issued in English and in French on request, ready to publish, to archive, and to show an inspector or an enterprise customer.

Policy and multi-year plan
Your accessibility policy and, at 50 or more employees, the multi-year plan, written for your organization and ready to publish.

Progress report
The annual report for the years between plans, with the consultations and the feedback received, ready to publish by 1 June.
Feedback process description
Published with the plan, with the name or title of the person who receives feedback, and the process running on our hosted page.

UK conformance report
WCAG 2.2 AA, criterion by criterion, signed by REP27 LTD. The format public and enterprise buyers ask for in tenders.
Annex IV file for products
For manufacturers: the technical documentation that shows how a product meets the accessibility requirements.
One test, three names
The site is tested once. Each document carries the company established in its own jurisdiction.
Live badge
A seal that stops claiming conformance the day your site breaks.
Other providers give you a PDF. We give you one line of HTML that reads our register in real time: green while the record is current, amber when a retest found a new barrier, red when the record lapses. Nobody can display a status they no longer have, which is exactly why the status means something.
- Green the record is current and the last retest found nothing new.
- Amber a retest found new barriers; the fix is in progress.
- Red the record lapsed or was withdrawn. Nobody can fake it.

Three steps
From the form to the signed record
Pay and tell us your scope
Ten minutes after payment: employees in Ontario, the sites and journeys to test, the officer who will certify, and what you already have in place.
We test and write
Crawler on every reachable page, then a person on your key journeys with keyboard, screen reader and zoom. We draft the policy, the plan and the answers.
Signed, then filed by you
Within five business days of your answers: signed record, public code, badge, feedback page live, and the report answers ready for your officer.
When someone actually writes
What happens the day a customer reports a barrier
This is the part nobody explains before you buy, so here it is in full.
- Minute 0. The message arrives on your hosted feedback page, by email or by phone. It is stamped, numbered and stored.
- Within 2 business days. It reaches your named contact with the original attached, the format the person asked for, and the reply time your own policy promises.
- Next retest. If the barrier is real, it is added to the record as open, with the date it was reported. When it is fixed, we verify and close it.
- Always. Five years of messages and replies, exportable for an inspector or a progress report.
- Never. We do not answer for you on the merits, promise a fix you have not decided, or speak for your organization.

Honest comparison
What overlays and template kits leave out
This market runs from free template generators to audit firms quoting five figures. The gap is not the paperwork, it is what you can prove afterwards.
| Overlay widget | Template kit | Accessibility Statement | |
|---|---|---|---|
| Changes the code a screen reader reads | No | No | No, we document it; fixes are quoted apart |
| Manual test with keyboard and screen reader | No | No | Yes, on your key journeys |
| Policy and multi-year plan written for you | No | A blank template | Yes |
| Answers for the 2026 report | No | Generic guidance | Yes, from your real situation |
| Signed by a company established in Ontario | No | No | Yes, Goldman Services INC |
| Public verification code and live badge | A logo that never changes | No | Yes |
| Monthly retest and reissue | No | No | Yes |
| Feedback process hosted and logged | No | No | Yes, 5 years |
Based on public offers of overlay vendors and template providers, checked in 2026. Offers change; check theirs before you decide.
The document itself
Written, tested, dated. And honest about what it is.
The record states the organization, the scope, the standard, the tools and browsers used, the date, the result and every open barrier with its WCAG criterion. It is signed electronically by the company established in the jurisdiction, with a code that resolves on our public register.
It also states what most sellers leave out: it is not a government certification, because Ontario has none, and it does not replace the report your officer certifies. We are the test and the evidence, not a shield between you and the Accessibility Directorate. Any provider who tells you otherwise is selling something the regulation does not contain.

Filed in 2023 with someone else?
Start at the renewal price, not the first-year one.
Organizations that filed their 2023 report with another provider, or that have a current WCAG audit less than twelve months old, start at 712 CAD instead of 890 and keep that price at every renewal. Send us the old report and we tell you in one business day what can be reused.

Terminology
The same obligation, under every name it is searched for
The regulation speaks of an accessibility compliance report. The market uses a dozen names for it: AODA compliance report, AODA report 2026, AODA filing, Ontario accessibility report. They are the same thing: the self-certification that organizations with 20 or more employees in Ontario submit every three years.
Many people search for an AODA audit, an AODA website audit or AODA website compliance. What the regulation asks at 50 or more employees is that public web content meets WCAG 2.0 Level AA; a test against it is what we sign as a web conformance record. There is no AODA certification issued by the province, and a provider that sells one is selling a word.
At federal level the vocabulary changes: Accessible Canada Act accessibility plan, ACA progress report, feedback process. In Europe the same work is called an accessibility statement under the European Accessibility Act; in Britain, an accessibility conformance report.
Guides: the AODA report in full, the Accessible Canada Act, the EU statement, the UK report.

Questions we get before the purchase
Filter by topic or search a word: AODA, WCAG, invoice, badge.
Ontario AODAWho has to file an AODA compliance report in 2026?
Private businesses and non-profit organizations with 20 or more employees in Ontario. The report is due every three years and the current deadline is 31 December 2026. It is filed online in the Accessibility Compliance Reporting portal.
Ontario AODAOur head office is in the United States. Does the AODA apply?
If you have employees in Ontario, yes. The test is where your people work, not where the company is registered. A New York retailer with 25 staff in Toronto files the same report as a Toronto company.
Ontario AODAHow do we count employees?
Full-time, part-time and seasonal employees who work in Ontario. Contractors, agency staff and volunteers are not counted. Near 20 or 50, count carefully: the thresholds change what you owe.
Ontario AODACan you file the report for us?
No, and nobody can. The report is a self-certification signed by a senior officer of your organization. We prepare every answer and the documents behind them, and your officer submits it in a few minutes.
Ontario AODAIs there an official AODA certification?
No. Ontario does not certify organizations, and no private company can issue a government certification. What we sign is a dated record of a real test. Be careful with any provider who sells a certificate.
Ontario AODAWhat happens if we do not file?
The Accessibility Directorate of Ontario can inspect, issue orders and administrative penalties. On conviction, a corporation faces fines of up to 100,000 dollars for each day the offence continues, and directors or officers up to 50,000 dollars a day.
Ontario AODAWe missed the 2023 report. What now?
File in 2026 as required and keep the evidence of what you have in place now. Missing one cycle is common; missing two is a pattern an inspector notices.
Ontario AODAWhat changes at 50 employees?
Policies must be written and public, you need a multi-year accessibility plan reviewed at least every five years, public web content must meet WCAG 2.0 AA, and individual accommodation plans must be documented.
Ontario AODADoes the AODA apply to small businesses under 20?
Yes, the standards apply from one employee: customer service, feedback, accessible formats, training. What small organizations do not have is the report to file.
Accessible Canada ActWho is covered by the Accessible Canada Act?
Federally regulated organizations with 10 or more employees: banks, telecommunications and broadcasting, interprovincial and international transport, postal and courier services, and the federal public sector.
Accessible Canada ActWhat is due every 1 June?
A progress report in each year between accessibility plans, and an updated plan every three years. The Accessibility Commissioner must be notified within 48 hours of publication.
Accessible Canada ActWe are in Ontario and federally regulated. Do we need both?
Yes. The AODA applies to your Ontario employees and the Accessible Canada Act to your federal activities. The Canada plan covers both with one test.
Accessible Canada ActWhat are the ACA penalties?
Notices of violation can reach 250,000 dollars per violation, depending on severity, organization size and history.
European UnionDoes the European Accessibility Act apply to companies outside the EU?
Yes, when they offer a covered service to consumers in the Union: e-commerce, banking, e-books, electronic communications, passenger transport booking, audiovisual access. The obligation applies since 28 June 2025.
European UnionWhat goes into an Annex V statement?
A description of the service in accessible formats, the explanations needed to use it, and how it meets the accessibility requirements, with the standard used, known limitations and a contact to report barriers.
European UnionAre microenterprises exempt?
Microenterprises providing services, with fewer than 10 staff and no more than 2 million euros turnover or balance sheet, are exempt from the service requirements.
European UnionDoes the law require a third party to sign?
No. The law asks you to publish the information; it does not say who writes it. Authorities and buyers trust an independent test with a named company established in the Union behind it.
United KingdomIs there a UK accessibility statement to file?
Not for private companies. Public sector bodies publish one under the 2018 regulations. For everyone else the duty comes from the Equality Act 2010 and, in practice, from procurement questionnaires.
United KingdomWhat does a UK tender ask for?
A WCAG 2.2 AA conformance report, criterion by criterion, with known exceptions and a date. We sign it through REP27 LTD.
Testing and WCAGWhat does WCAG 2.0 AA have to do with the AODA?
Section 14 of O. Reg. 191/11 requires organizations with 50 or more employees to make public web content conform to WCAG 2.0 Level AA, except live captions and pre-recorded audio description.
Testing and WCAGWhy do you also test WCAG 2.2?
Because federal and EU rules already reference newer versions, and 2.2 covers focus visibility, target size and mobile problems that customers actually meet.
Testing and WCAGWhat does the manual test include?
Keyboard-only navigation, NVDA on Firefox, VoiceOver on iOS, zoom at 200 and 400 %, forms and error messages, and the journeys you choose: search, product pages, account, checkout, booking.
Testing and WCAGWhy is the free check not enough?
Automatic tools find roughly a third of real barriers. A keyboard trap in a checkout or an error shown only in red needs a person.
Testing and WCAGDo you test mobile apps and PDFs?
PDFs published on your site are web content and are included. Apps are included on request and quoted after a first look.
Testing and WCAGWhy not an accessibility overlay?
A script on top of a site does not change the code a screen reader reads. It does not make a site conform, and organizations using overlays have still been sued in the United States.
Our serviceWho signs our document?
The company established in the jurisdiction: Goldman Services INC in Ontario for Canadian records, Europe Services SE in Prague for EU statements, REP27 LTD in England for UK reports.
Our serviceHow fast is it?
Within five business days of your scope answers. Large sites, apps and document libraries are quoted and timed separately.
Our serviceDo you fix our website?
No. We test, document and sign. The developer report tells your team what fails and how to test the fix. Fixing is a separate quote.
Our serviceWhat is the live badge?
One line of HTML that reads our register in real time: green while the record is current, amber when a retest finds new barriers, red when it lapses.
Our serviceWhat happens every month?
The site is retested automatically. If an update breaks something, the badge changes and we email you. After the fix is verified, the record is reissued.
Our serviceWhat is the hosted feedback page?
A public page where people report a barrier. Every message is logged, forwarded within two business days and kept five years.
Our serviceCan our organization appear on the public register?
Only if you agree in writing. Otherwise your record is verifiable by code but not listed.
Our serviceIs legal advice included?
No. We are not a law firm. For an order or a claim already open you need counsel; we give them the full record.
Pricing and paymentHow much does it cost?
890 CAD a year for Canada, 690 euros for one EU site, 1,290 euros for EU Plus, 1,990 euros for Canada, EU and UK together. Renewal is 20 % lower.
Pricing and paymentWho invoices us, and is there tax?
Europe Services SE issues every invoice. Customers outside the EU pay no VAT; EU businesses with a valid VAT number are reverse charged; others pay Czech VAT at 21 %.
Pricing and paymentHow do we pay?
By card, Apple Pay, PayPal or SEPA through Mollie. The fee is annual and paid in advance.
Pricing and paymentCan we cancel?
Yes, any time before the renewal date, without fees. If we cannot test your scope in the plan you bought, we refund before starting.
Pricing and paymentWe already filed in 2023 with someone else.
You start at the renewal price, 712 CAD, if you send the previous report or a WCAG audit under twelve months old.
