Every organization with 20 or more employees in Ontario files it: businesses and non-profits, Ontario companies and foreign ones with staff in the province. Below: what applies to you, a readiness check you can do in one minute, the five standards, the penalties, and what we prepare and sign.






Step zero
The AODA follows your employees, not your head office. Full-time, part-time and seasonal count; contractors, agency staff and volunteers do not. Count on the day you file.
A company registered in Delaware or Quebec with 25 people working in Toronto files exactly like a Toronto company. Remote employees who live and work in Ontario count too. Franchise systems count per legal entity: each franchisee is its own organization.
Only people who work in Ontario.

The regulation
The report asks, standard by standard, whether you meet each requirement that applies to your size. The general requirements (policies, training, feedback, formats) apply to everyone and come first; then each standard adds its own.

Outdoor paths, parking, service counters and waiting areas that are new or redeveloped must meet the technical requirements.
05Transport providers only
Conventional and specialized transit, taxis, ferries. Most businesses do not have obligations here.
Twenty years
Ontario passes the AODA with the goal of an accessible province by 2025.
The Integrated Accessibility Standards Regulation, O. Reg. 191/11, brings the standards together.

Enforcement is graduated. Most organizations meet a reminder or an order long before a fine; the ceilings on conviction are high.

If those employees work in Ontario, yes, even remotely. The AODA counts people working in the province, not buildings. If nobody works in Ontario, the AODA does not apply to you, whatever your customers are.
Full-time, part-time and seasonal employees who work in Ontario. Contractors, agency staff and volunteers are not employees for this purpose. If you are near 20 or 50, count carefully: the thresholds change what you owe.
A senior officer of your organization, who certifies that the answers are true. That is why we prepare them with evidence: a yes on the report should match a document you can produce.
File in 2026 as required, and keep the evidence of what you have in place now. Enforcement usually starts with reminders and orders before penalties, but missing two cycles is a pattern, not an oversight.
The platform does not matter; the result does. Most barriers we find come from themes, apps and plugins added on top. We test the live site as your customers use it.
No. Section 14 of O. Reg. 191/11 names WCAG 2.0 Level AA. We test 2.2 AA as well and report both, because federal and EU rules already point there, and because 2.2 covers the mobile and focus problems customers actually meet.
At 50 or more employees, your accessibility policy and multi-year plan must be public, and available in accessible formats on request. The compliance report itself is filed with the province, not published by you.
It covers internet websites and web content, including documents you publish there, such as PDFs. Mobile apps are not named in section 14, but customers and buyers test them the same way, so we include them on request.
The regulation has exceptions for content that is not practicable to convert and for content you do not control. You must still be able to show why an exception applies; we record it in the conformance record.
The regulation does not offer extensions for the report. If you cannot say yes to a requirement, the honest answer is no, together with a plan. A documented plan is better evidence than a yes you cannot back up.
